For several weeks now newscasters have admitted they don’t understand why the United States appears to be supporting groups linked to Al Qaeda,  such as the Salafists – or at the very least the Muslim Brotherhood, which is often considered little beter. To understand what is going on, we need to consider the fundamental difference between the Sunni and Shi’a versions of Islam and its relationship to the political divide.

The Sunnis – to which belong the Salafists, Wahhabis, Muslim Brotherhood, the rulers of Saudi Arabia, Qatar, Bahrain and other Gulf monarchies – have traditionally represented the ruling classes, while relatively large segments of their populations espouse Shi’isn, the form of Islam traditionally favored by the lower classes.  (The Sunni/Shi’a divide has roots in the poitical rifts that occured after the death of Mohamed.)

But it’s more complicated than that: Iran is ruled by a Shi’a theocracy installed by a revolution whose roots go back to a socialist Prime Minister deposed in a CIA coup in 1953. As for Syria, it is ruled by Alawites, a small Shi’a sect long associated with the Ba’ath Party, an Arab socialist party which also ruled Iraq until we deposed its leader, Saddam Hussein; and Libya’s recently deposed leader Muammar Ghaddafi also considered himself a socialist. Whatever one may think of these various leaders (to the extent that we, as outsiders, are entitled to assess their validity as rulers of their respective peoples…), it should be clear that America’s determination to effect regime change in the Middle East is not only about oil.

Whatever the official doctrine may be, the ideological war between capitalism and socialism is not over, but merely confined to Third World countries which, during the Cold War, were aligned with either the Soviet Union or the United States. As the Arab Spring shows, the conflict between recognition of community responsibility toward its most vulnerable and the conviction that it’s each man for himself, is no longer limited to secular ideologies, causing the United States to no longer know who its friends are.

One thing is certain: Washington prefers the Saudi and Qatari Wahhabi regimes because they are part of Sunni Islam’s Western oriented consensus based on the supremacy of money, as opposed to the Syrian and Iranian regimes which are welfare states. (Syria continued the secular educational system it inherited from France after the Second World War, and Syrian women are the most liberated of the Arab world. Until the 1960s the Alawites were not considered true Muslims either by mainstream Shi’a or Sunnis, because their version of Islam incorporates elements of other religions and is often practiced sitting and in silence rather than prostrated and voiced.)

When it comes to countries like Tunisia, Libya, Bahrain, Yemen, Pakistan, Afghanistan and Iraq, America’s political class is ill-equipped to see beyond the fact that these are Muslim countries. They are unfamiliar with the ideological currents that have marked their recent history.

Perhaps the most glaring example of America’s ideological handicap is it’s view of Hezbollah: the Shi’a leader Nasrallah has a sophisticated knowledge of Western philosophy and ideology, and in the 2006 war with Israel he instituted the ‘flat’ systems of the Argentinian cooperative movement. Yet he is seen as a ranting representative of a benighted ideology.

Moving now to Egypt, a longtime American ally, its new President, Mohamed Morsi of the Muslim Brotherhood supports freedom of religion, peace, democracy and the Palestinian cause, opposing American imperialism. As a recent analysis by the French journalist Thierry Meyssan pointed out, Morsi talks to both Iran and Saudi Arabia, but will not organize Egypt to suit the United States or Israel.

Although the Cold War is officially over, a United States dominated by neo-conservatism and the financial sector, is still determined to stamp out any regime that espouses a socialist ethos. It is no coincidence that besides being the homeland of the Jews to whom the U.S. refused entrance when they were being gassed by Nazi Germany, Israel is the only neo-liberal country in the region.

Less obviously, the socialist ethos partly explains why both Russia and China oppose U.S. policies: Just as our ideology harks back to our genocide of the Indians, the two former (to all intents and purposes) Communist countries are still influenced by the basic socialist ethos of solidarity and peace. And that is why both support Ahmedinejad, who expounded on these principles at the U.N. General Assembly this week.

Following the pattern I’ve been describing here, The Iranian president’s speech could only be greeted by cynical derision by Western officialdom, which cannot for a nanosecond appear to recognize his sincerity, at the risk of being expected to emulate him.

Unfortunately for these severely handi-capped politicians, Ahmedinejad’s ideals are recognized by the European 99%, from Spain, to Greece, to Italy and France, as they demonstrate ever more determinedly against IMF-inspired austerity. Washington blames the Europeans for the crisis of their common currency, passing over the world-wide penetration of crooked Wall Street financial institutions. The American public’s ignorance of other countries’ history and politics make it gullible, but your average European or Middle Easterner knows otherwise.

The Gulf Emirates, or Gulf States, are a string of tiny, but very wealthy countries bordering Saudi Arabia along the Persian Gulf.  Among them, Bahrain is home to the American Sixth fleet, while Qatar is home to the U.S. Central Command’s Forward Headquarters and the Combined Air Operations Center.

The situation in both these countries is getting short shrift in the U.S. media for several reasons, the most important of which is their significance.

While the G8 mulls over what to do about a defiant Greece, Saudi Arabia proposes a merger to the Bahraini monarchy, and a French website yesterday reported that Kuwait had uncovered plans for a coup d’etat hatched by Qatar.  All during the months long unrest in Bahrain we’ve been told that Washington does not want to get involved in its internal affairs.

Why should we get involved when we can get another local client state to do the dirty work?  Saudi Arabia is beginning to look more and more like Israel – a tale waging our dog in exchange for big bones.

The American press fails to emphasize the crucial difference between Sunni and Shi’a Muslims: the first invariably represent the 1%, while the second try to defend the 99% – usually without success – which is what motivated the Iranian revolution.

The replacement of a Sunni Shah by a Shi’a theocracy resulted in Iran being ostracized by its Gulf neighbors.  These states are ruled by Sunnis, and have relatively small Shi’a minorities, except for Bahrain, whose native population is about 70% Shi’a.  In 1957, Iran claimed that Bahrain constituted an Iranian province.  The matter was laid to rest in 1970 by a Bahraini referendum in favor of independence.

But as preparations move ahead for possible war between the West and Iran, Saudi Arabia’s move to keep Bahrain resolutely in the Sunni camp, via union with its weak rulers, comes as no surprise. At a time of high anti-Iranian sentiment, the long-term objective of securing all of Middle Eastern oil for the West implies keeping the Middle East firmly in the hands of Sunni rulers.

And if you’re wondering why Qatar may have tried to oust the rulers of Kuwait, it’s still only a rumor. Remember Iraq invaded Kuwait in 1991, setting off the first Gulf War.

But they’re no longer about Cleopatras nose.

If we look at the world from a distance, instead of a series of highly differentiated conflicts, we see one big conflict that pits haves against have-nots, and simultaneously, license against sexual repression.

The buzz today is all about maybe talking to the Taliban. But we do not see the Taliban to, say, the way we saw the Germans during the second world war: essentially people of the same culture who had fallen prey to a national delusion of grandeur. We know the world the Taliban are defending tooth and nail is different in fundamental ways from ours, so how can we talk about leaving the Afghan people to their mercy?

I should say “the Afghan women”. For this is a war about license versus sexual repression. In the West, which is organized for the unlimited growth of capital, everything is a means to that end, and sexuality is tailored accordingly: men and women must constantly be concerned with looking young and if possible beautiful in order to attract a succession of mates. To that end, they purchase beauty products ever improved upon and clothing that will be out of fashion next year. And when women – and men – serve advertising to earn a paycheck, they become full-time sex symbols. The feminists denounced this long ago, but they got nowhere with this aspect of women’s lib because they didn’t realize that we live in a culture whose ultimate purpose is to increase returns on capital. Anything that achieves this is impervious to reform.

This is the nexus between the revolt of the have-nots (the Shiites), against ‘the West’, and the fierce determination of the repressive Sunni Wahabbi, represented by the Taliban, to preserve the sexual slavery of women. The differences between these two groups have us in a state of utter confusion: the greater conflict in the Middle East and Central Asia – which has recently spread to the Horn of Africa – is about the unequal distribution of wealth. In those areas where fundamentalist Sunni Islam holds sway, it is also about maintaining the subjection of women, considered as possessions.

Given that the Taliban fall into this latter category, we could possibly persuade them to abandon the wealth provided by poppies for that which could be extracted from high priced minerals – apparently ’discovered’ in the nick of time, but perhaps in fact the heretofore unavowed reason for the eight-year Afghan war. In that case, the liberation of Afghanistan’s women would have to wait until the influx of wealth from that economic bonanza overwhelms tradition, as is beginning to happen in other Muslim countries.

The fight for equity that is foremost in the Shia dominated areas, (Iran, and recently Iraq, where the long suffering Shia majority are now in power), is not that of equity in the traditional Marxist sense, but as Hezbollah’s leader Nasrallah makes clear, in the sense of the Radical Enlightenment about which Princeton’s Jonathan Israel writes.

And so, in reality, our foreign wars mirror our domestic situation: the United States is increasingly polarized between a growing minority of Christian fundamentalists, whose women are expected to remain in the home, often schooling their children to shield them from the secular education system, while workers, blacks, Latinos, single mothers, and those with special needs begin at last to organize events such as the Second US Social Forum recently held in Detroit, where residents are inventing new forms of urban self-sufficiency instead of waiting for government to solve society’s problems. At the very same time, however, Tea Partyers are pushing back against these initiatives, also in the name of not waiting for government to do so.
Monday night Larry King rebroadcast his recent interview with Bill Maher, who in a rare moment of passion, said what American progressives are thinking on this Independence Day: “There is no Tea Party equivalent for us. We have two parties, but only one politics, and while the Tea Party is pushing the Republicans to the far right, no one is pushing the Democrats to the left.”

While Christian fundamentalist women do not cover their heads, they are expected to remain in the home – and to vote for a politics of inequality based on a consumerism that relies heavily on fashion models and wrestling match sex queens.

Talking to the Taliban and Hezbollah, is only likely to be productive if and when “the West” drops the capital W that implies superiority and accepts the inanity of chasing after oil and gas in order to continue a way of life that besides demeaning one of life’s great pleasures, will render the planet inhospitable to humans.

It took the admission by BP that it may ultimately not be able to plug the leak in the Gulf for President Obama to commit major funding for solar power. Energy Secretary Chu fears that we might be reaching a tipping point on climate change, yet he suggested we could save a lot by adopting tougher energy standards for new buildings, implying that the consumer society these represent could continue in the face of a point of no return for the planet.

Replace Allah and Jehovah with nature and it’s clear that our conflict with Islam is importantly about how we live our individual lives. Before we can hope to see them move toward more personal freedom, we have to reconsider what we do with our own.
